First, you have to know how to use Corel Paint Shop Pro. Knowing the ins-and-outs of HTML helps out a lot. Once you know how to make a layout using CPSP(you can download a free trial).
Banners: 430×100-430
Background: Any size.
Then you can upload you pics to photobucket. And go to any custom layout site maker and plug in your URLs to create the layout.
Before you try to make a layout site, go to anysite and copy and paste the layout into a word document, and just play with the HTML. It should be pretty simple but you should know what all the stuff means before you try to create your own layout sites.

Here's a tip on image searching. Forget the major search engines, and use – it only has images from high quality sources. Maybe you could find an image there to show people what you mean?
